Is there any legitimacy to this sign?

This is a public road in a city in the south east. It is a cul de sac near the train station. I lived here a few years ago and I’m temporarily staying here again for a couple of months. When I last lived here there were no signs but the residents all felt that only they should be allowed to park there, confronting commuters who want parking for the train station etc. I’ve been avoiding parking here just to prevent any conflict but today there was no other parking that I could find. This road/parking space is not privately owned. This is a residential street and there are no commercial venues/businesses here. I don’t have a clue what Eastlight is and there is no other signage that would explain this. My question is, can I park here without legal repercussions?

TL/DR - This is a public road, not privately owned and there is no signage to suggest otherwise. This is a residential area without any businesses operating here. Can I park here or will this sign result in me receiving a ticket? It looks homemade to me.
