Is it normal so see this in Dublin?

So I (20f) moved to Ireland a couple of months ago, and I will be moving to Galway in a few months. I went to some cities in Ireland during this Christmas vacation, including Killarney, Galway, and of course Dublin. I was frankly baffled by how some people acted there in the latter. Like how I was being howled at by a stranger at 9 AM in the street, or a gentleman who claimed he knew everything about Eastern cultures and assumed that I'm an Indian person (I'm 100% Arab btw). The funny thing is that I have seen this from staying there for 2 days only so I'm genuinely curious is it normal to find people like those in Dublin?💀
