Driver’s side back tire locking up help!!!

My girlfriend’s 04 impala was given to us for free. It simply needed a new battery and brake pads done. weve had it jacked up for the last 6 weeks because we couldn’t get the pads in. finally got them in, we only did the front. took the car off the jacks. reversed, and the back drivers side tire will rotate BARELY then get caught and just lock up it seems.. makes an ugly sound! we didn’t even touch this tire and when we had test driven it, it was fine. almost feels like the e-brake is down, but wouldn’t that affect both sides? we’ve had it jacked up outside… could frozen brakes be causing this?? we were so excited to finally get it up and running, road safe, and now this 😖😖
