S-tier equipment vs Legendary?

Can someone please explain which gear is better? The game seems to be prompting me to use the legendary staff, ring, and the fancy boots. However when I swap them in, my overall power level drops.

Somewhat related, I prefer the beam staff to the crossbow. Seems better overall, especially with the tracking perk.
