Should I remove or rethink this?

Last Friday I made this with air tubing to avoid plants getting pushed underwater by the HoB filter, but now it looks like the rest of the tank has not enough surface agitation, and I notice some really small white dots (two or three) jumping around. Should I just encircle the plants instead of the cascade or will it be ok?

In the 38 liter (10g) tank there are 10 neocaridina shrimp (some berried), 3 amano, 2 netire snails, 1 endler male, 2 endler females and 7 endler fry. All of them look happy and active, so it looks like it is not causing trouble. Plants had aphids but I pushed them to the water and endlers took care of them, still some but declining a lot. The white spots on the right are just guppy pellets, just fed them.
