how the hell do i get the VDV beret??????????

i've been searching desperatly for info about how to get the vdv beret, yet i cant find shiz. I've heard some, in my opinion, interesting theory, that u get from a player you killed. That happened today but i INFACT did not get it (unless there is a certain % chance for it to drop). CAN ANYONE PLEAAAAAAAAAASEEE TELLL MEEEE HOW TO GET ITTTTT
