Roommate is abusing her dog and has threatened to sue if I call animal control

Hello so I’m having an issue. My roommate is neglecting her dog to the point of abuse and I’ve plainly told her that this is abuse and I was going to call animal control because the shelter he would be taken to is non kill and he deserves to be with someone who will take care of him. Here’s the deal the house we’re renting from my dad and we have 3 other roommates that includes my girlfriend and my sister and everyone is talking to me asking what we can do. There are bad damages to the property from the neglect of this dog including her not coming home for at least 15 hours ( we all work so nobody can be there all the time for this but we help when we can) and he chewed a hole in my wall, she’s dumb I guess so she used bleach on my carpet to clean up after him and the carpet is definitely going to need to be replaced, gotten warnings from our Hoa because she’s let dog poop accumulate on the patio so long that people started taking pictures of it and much more random pieces of damage. I am not even coming down and demanding she pays the damage I just want the dog out since she can’t take care of him. Her mom is a cop and she’s using that to say she’ll sue us if we do something about this situation but also in our lease we can give her 30 day notice to remove the dog from the premises or be evicted and I’m thinking that’s the route? Everyone even her friends are talking to her like hey this is actually really messed up and she gets defensive and angry. I have a multitude of people that would speak on it I have months of documentation of things happening regarding this issue and we just need him to go to someone who can care for a golden retriever. Yea he’s a golden retriever that is never taken outside to play he’s just locked in his crate for 80% of the day everyday until one of the roommates has to take him out or something. She leaves every night at like 5 pm to go to her boyfriends and she doesn’t want her boyfriend to come over anymore because of how bad my house looks now and doesn’t want him to mess up his place ( she literally said that) any advice would be great.
