Plans don’t make sense

Am I missing something? I have been paying for Photoshop exclusively on the Photoshop Plan for close to a year at a ridiculous price of $34.49 a month. I finally decided I should check to see if there are other options, only to find a Creative Cloud Photography plan with 1 TB of cloud storage for $19.99.

Is there some kind of catch?
